Water is knowing the truth without doing anything with it. A person can absorb the whole teaching, understand exactly how imagining works, and still hold nothing but water.
From the Manifestation reading below.
The same verse, read by one tradition.

MANIFESTATION
Water is knowing the truth without doing anything with it. A person can absorb the whole teaching, understand exactly how imagining works, and still hold nothing but water. Endless knowing with no practice leaves the mind weak, and that weakness is the infirmity named here. The intellect fills up while the life stays the same.
Wine is the truth put to work. Wine means the imaginal act performed, the wished-for state assumed and lived in until it hardens into fact. A little wine daily means the practice repeated, not the knowledge repeated. Drinking water keeps the mind sick. The cure is the small, steady act of imagining as though the thing were already so. Knowledge turned into practice becomes the wine that strengthens a man.
Manifestation lens
Where am I filling up on knowing, when one small practice done daily would change more?
A description of rice does not fill anyone. You can recite the whole menu and stay hungry, because only eating feeds you.
Stop reciting the principles and start living them. Philosophy that never leaves the lecture hall is just talk, and talk makes no one stronger.
Knowledge that is not acted on turns heavy. The small act done steadily carries a person further than the grand understanding never used.
