A new reign opens by gathering everyone rather than by locking down power, and the gathering is itself an act of faith. The one with the most to gain from moving fast instead collects the whole nation and turns them toward God before asking God for anything.
Worship is public business, carried by an ordered people. Commanders, judges and heads of families each hold a place, and those offices are not swept aside in favor of private access to heaven. God deals with a people arranged in ranks, which is why the Church still prays with bishops, priests and households in their own places rather than as a crowd of separate souls.
