Do you know the laws of the heavens? Can you establish its dominion over the earth?
What does Job 38:33 mean?
The question pressed on the small self is whether the outer reasoning mind knows the fixed laws of the higher realm within and can bring their rule down into the body. The ordinances of heaven are the settled workings of the upper consciousness, the order that governs the realm of spirit above, and the dominion in the earth is that same rule made to hold in the flesh below.

The demand exposes the gap between knowing the higher order and installing it in the lower nature, between the mind of the surface and the deep law of the center. What sounds like a challenge from the whirlwind is the higher self asking the lower whether it has yet grasped the laws of its own upper nature well enough to seat them in the body and let them govern the ground of the person.
