By the blessing of the upright, the city is exalted, but it is overthrown by the mouth of the wicked.

Proverbs 11:11 · World English Bible
By the blessing of the upright, the city is exalted, but it is overthrown by the mouth of the wicked.
A mind is lifted or laid low by the teacher it chooses to speak from. When it blesses, when it sees the other as innocent, the whole inner city rises with it, because a mind that grants innocence has already claimed its own.

CHRISTIAN PSYCHOLOGY
A mind is lifted or laid low by the teacher it chooses to speak from. When it blesses, when it sees the other as innocent, the whole inner city rises with it, because a mind that grants innocence has already claimed its own. The mouth that tears down is the same mind turned to attack, and every accusation it utters is spoken first against itself. What it condemns in another it has quietly condemned at home.
So the ruin here is never done from outside. A mind overthrows its own peace the moment it decides someone is guilty.
City: the whole of a mind, the inner community of thoughts that rises or falls together Mouth: the mind turned outward in speech, the place where its choice of teacher becomes attack or blessing

CLINICAL PSYCHOLOGY
A city is a fragile agreement about how to live together, and it stands or falls on the words spoken inside it. When those who have set themselves straight speak, they bless the shared order, and the whole structure is lifted a little further out of chaos. Their uprightness becomes the city's uprightness. What they have ordered in themselves they radiate outward into everyone.
The mouth of the wicked works the opposite way, and it needs no army. Slander, the calculated lie, the tongue that corrodes trust: these pull the foundations out from under the community faster than any siege. Speech carries the whole social world on its back. Words are the load-bearing beam. A town is exalted or ruined by nothing more visible than what its people are willing to say.
Christian Psychology lens
When I decide someone is guilty, what happens inside me?
The sage meets the good as good and the not-good as good too. He does not sort people, and so nothing in him is divided.
Guarding the tongue is counted a practice in itself, because speech shapes the heart that utters it before it ever reaches the one addressed.
Judge every person on the side of merit. The habit shapes the one who judges more than the one judged.
