Genesis 11:5 · World English Bible
Yahweh came down to see the city and the tower, which the children of men built.
The higher mind descends into consciousness to see what the lower faculties have raised. The city is the whole structure of awareness a person builds, and the tower rising out of it is the watch set against invading thoughts, the effort to mount up by outward stacking rather than inward stillness.

ESOTERIC
The higher mind descends into consciousness to see what the lower faculties have raised. The city is the whole structure of awareness a person builds, and the tower rising out of it is the watch set against invading thoughts, the effort to mount up by outward stacking rather than inward stillness. The children of men are the ordinary mental powers laboring at construction, piling reason on reason toward a heaven they cannot reach by masonry. When the inner faculty comes down to look, it measures a work built from below, from the appetite to climb rather than the willingness to be quiet.
This is the mind examining its own project of ascent by accumulation. What the children of men have built is real as structure, but it is a tower of thought reaching upward from the ground of the senses, and the descent to see it is the beginning of its undoing.
City: consciousness, the whole structure of awareness a person builds. Tower: the raised watch set against invading thoughts, the outward effort to climb toward heaven by stacking. The Lord: the higher mind that comes down into awareness to see what the lower faculties have made.
Esoteric lens
What have I been stacking upward that I could have reached by standing still?
Standing on tiptoe, you cannot stand for long. Striving to rise above others is the one move that guarantees a fall, because height built by effort has nothing under it.
A student asks how to reach enlightenment and is told to wash his bowl. The climb was never a climb, and the moment you set out to stack your way to the top you have stepped away from the ground you were standing on.
He says we build and build as if we had forever, and all that scaffolding is really a way of avoiding the quiet look at ourselves. The honest glance inward undoes more than years of construction add.
