ESOTERIC
Fire is the raised electric energy of Spirit, the serpent force lifting from the base of the spine toward the head. The earth is the flesh, the body of clay in which a person lives asleep. To bring fire upon the earth is to awaken that inner current in the dormant body, and the longing behind the words is the wish that the flame were already burning rather than banked and cold. All of it moves along the spine, where the sleeping energy waits to be kindled and carry consciousness upward into the light of the crown.

PSYCHOANALYSIS
Fire here means change, not destruction. Such a figure does not come to comfort people or leave them unchanged. He comes to set something burning inside them: the slow, painful work of becoming whole. What burns is the borrowed mask a person wears to avoid their darker parts.
The wish that the fire were already lit is the deep pull toward that wholeness. Everyone carries buried things they would rather not face. So he speaks of fire because a person cannot become whole without the pain of facing what they have hidden, and he longs for that burning to begin.
Esoteric lens
Where in your life is the fire already lit and waiting for you to stop damping it?
The yogic texts describe an energy coiled at the base of the spine, asleep until it is roused, then rising through the centers toward the crown.
The Taoist adepts speak of a heat gathered low in the belly and circulated upward through the spine, turning ordinary life force into something finer.
He writes that he is burning, that the fire of longing is the real work. He does not ask for the fire to be put out, only for it to be fully lit.
