Revelation 21:1 · World English Bible
I saw a new heaven and a new earth: for the first heaven and the first earth have passed away, and the sea is no more.
The new heaven is the unconditioned inner realm of pure consciousness. The new earth is its physical manifestation in the world of form.
From the Ego v. Being reading below.
The same verse, read by 3 traditions.

EGO & BEING
The new heaven is the unconditioned inner realm of pure consciousness. The new earth is its physical manifestation in the world of form. When the old heaven, the noisy, compulsive mind, passes away, the outer world reflects that inner stillness and sacredness, free from the turbulent sea of unconscious human ego.

ESOTERIC
Heaven is the higher mind and earth the body, and their renewal is the whole person remade in a new state of awareness while the old consciousness dissolves. The first heaven and first earth are the former way of thinking and living, the sleeping self that passes when the awakening completes. The sea being no more is the emotional nature at last stilled, the restless feeling-waters that once tossed a person now calmed so nothing rises to trouble the surface.
What remains is a body and mind under one settled order, no longer split between higher and lower or swept by mood. The person is reborn within, made whole in a consciousness that has stopped churning.
Heaven: the higher mind, renewed into a new state of awareness Earth: the body, remade when the old way of living dissolves Sea: the emotional and feeling nature, its restless waters at last stilled and calmed

BUDDHISM
Anicca: Impermanence The old sky goes first. Whatever is put together comes apart, and a heaven is no exception; it wears out like a coat, however long the coat lasts. So the promise here cannot rest on better building materials, since the first pair had to finish before a second pair could be seen at all.
Saṃvaṭṭa: The dissolution of a world age Ages end in the old cosmology too: sun after sun rises, the great ocean dries until there is not enough water to wet a fingertip, and the whole system folds in before spreading out again. A first earth passing and another appearing is the ordinary shape of an aeon turning over. The scale is the point, since entire world systems come to an end, and the sea goes with them.
Saṃsāra: Wandering on Round after round of birth and death, world after world. A second heaven and a second earth arriving behind the first look a great deal like the wheel coming around once more, and freshness by itself has never amounted to release. The question worth putting to any new world is what has ended in it, because a rebuilt house on the same street leaves the wanderer still wandering.
Ogha: The flood Sense pleasure, becoming, views, and ignorance are the four waters that sweep a person along. The deep in this picture is the thing sailors are swallowed by and the thing an exile on a small island stares across, and its going means the water is absent rather than merely calm. Crossing over is the standard image for the path, so a world with no sea leaves nothing left to cross.
Asaṅkhata: The unmade Nothing assembled it, so nothing in it can work loose. Read "new" as never once built and the whole promise shifts: what stands after the first heaven and first earth are gone is the one dwelling that was never raised out of parts and so cannot fall back into them. Everything the seer watched burn off had been made; this is what remains when making stops.
Esoteric lens
What would today feel like if my mood were not running the house?
Return to stillness and you see clearly. The restless surface settles, and what was always there appears.
Before awakening, you are moved by every mood. After, the same mountains and rivers are there, but nothing in you is tossed by them.
The world does not change, your relationship to it does. The storm was mostly in your own judgments about it.
